Wwe designers change the release date of games if all the roster isn't gonna be in it ?

Okay, so Nexus formed about October time but we don't get Wade Barret, Justin Gabriel and David Otunga. When the wwe gam e was released Daniel Bryans was us champ but he's not even in the game but there is still no sign of him appearing in a dlc pack. So... should the game designers work harder to get every person in the roster available when the gam is out or just after it is out. OR... change the release date.
